Shapella is a complex platform with many features. But the one that matters most to the stakers, and the consensus layer, is its ability to enable withdrawals. Validators who have exited the network will be able to withdraw their entire balance, while validators with active balances above 32 ETH will only be able to make partial withdrawals. To be eligible for withdrawals, validators need to have a balance of at least 32 ETH. It is not necessary to be able to read. Have a 0x01 execution layer withdrawal credential. Validators who currently have a BLS withdrawal credential of 0x00 must sign an operation to change to 0x01 in order to be able to withdraw.
